Mr Andrew Partridge BSc Dip.UP MRTPI – Director
Andy obtained a BSc (Hons) degree in Geography from Coventry University and a diploma in Urban Planning at Oxford Brookes University.
He is a Chartered Town Planner and was elected a Member of the RTPI in 1994. Andy has 19 years professional planning experience, having previously worked in local planning and development control at Test Valley Borough Council.
Andy covers a wide range of town and country planning issues with a particular focus on rural issues – particularly country houses, planning design, planning law and appeals.
Andy joined the Practice in 1997 and became a Director in 2001. He is also the Company Secretary.
He has recent dealings with waste management, contaminated land issues, planning enforcement, planning obligations and developer contributions.
Mr Ian Donohue BA, MRTPI, DMS – Director
Ian has a Planning Degree from Trent Polytechnic and over 18 years experience in local government. Ian joined the Practice in January 2008 and became a Director in 2010.
He is a Chartered Town Planner and was elected a Member of the RTPI in 1994.
Ian has worked in the Development Control Departments at Portsmouth, Fareham and Havant including six years as a team leader managing minor, major and area teams.
Ian also has a Diploma in Management Studies and extensive experience in analysing planning systems including database management, GIS and document management.
His work at the Practice covers a wide range of planning matters including urban and rural development, enforcement, planning appeals and negotiating with planning authorities.
Mr Neil March Bsc (Hons) DIP TP MRTPI – Director
Neil joined the planning team in November 2014 and on the 1 December 2018 was appointed a Director of the Practice.
He obtained a BSC (Hons) degree in City and Regional Planning, followed by a Diploma in Town Planning, at Cardiff University. He has been a chartered member of the Royal Town Planning Institute since 2002
In addition to his time with the Practice Neil has over 20 years experience working in planning for local authorities, including South Somerset District Council, New Forest District Council and Winchester City Council. He has experience in both Development Management and Enforcement, and was the Enforcement Manager at Winchester City Council for 8 years, dealing with a wide variety of planning issues, including Public Inquiries, High Court Challenges, Lawful Development applications and gypsy and traveller appeals.
He undertakes a wide range of projects and instructions for private clients and is currently acting for Winchester City Council in a long running planning appeal case. Neil acts for clients across a spectrum of urban and rural planning issues and provides planning appraisals, prepares and submits planning applications and represents clients at appeal. He has a specialism in enforcement related matters.
Mr Ian Ellis BA MRTPI – Associate Director
Ian holds a BA degree in Town Planning from South Bank Polytechnic and is a Chartered Town Planner having been elected a member of the Royal Town Planning Institute in 1982.
Ian joined the Practice in September 2005 and became a Director in 2007. In December 2018 he stepped down as a Director but continues to work as part of the Practice’s team. He has over 44 years professional experience in the public sector, principally in development management but also in the preparation of development plans and supplementary planning advice
Ian undertakes a wide range of projects and instructions for private clients and local authorities. These range from retail, housing and commercial development to rural activities and past times including agricultural dwellings, polo and equestrian uses. He has taken the lead in representing the Practice’s clients in Local and Neighbourhood Plans representations and Examinations. He also prepares development appraisals on behalf of clients in order to maximise the planning potential of a site.
Mr Jeremy Higgins BSc (Hons) DIP TP MRTPI – Associate Director
Jeremy has a BSc (Hons) degree in City & Regional Planning as well as a postgraduate Diploma in Town Planning from Cardiff University. He was elected as a chartered member of the Royal Town Planning Institute in 1998.
He has over 20 years experience and has worked in both the public and private sectors. He has worked on a wide range of projects of varying types & sizes, ranging from the preparation of Environmental Impact Assessments and major residential developments to planning applications for replacement dwellings and dwellings for agricultural and equestrian workers. He also has extensive experience in the conversion of buildings in the countryside to residential and other uses.
He has appeared as an expert witness at a number of planning inquiries over the years in Berkshire, Dorset, Hampshire, Somerset and Wiltshire and has also given evidence at a number of Examinations in Public. Jeremy joined the practice in July 2019.
Ms Kim Blunt MSc – Planner
Kim joined the Practice in October 2007 having completed a Masters Degree in Development Planning at the Centre of Planning Studies at The University of Reading.
Prior to full-time study as a mature student, Kim gained more than 20 years valuable work and life experience through her previous career in hospital administration and her role as a part-time fire-fighter in her spare time.
Kim handles her own case of urban and rural planning issues. This includes the preparation and submission of planning applications, carrying out development approvals and handling appeals. She also assists other members of the Practice in fulfilling client’s instructions.
Mrs Alexandra Webb BSc (Joint Hons), MSc, MRTPI – Planner
Alex attained a BSc (Joint Hons) degree in Geography and Urban Planning from Birmingham University in 2006. She gained her first experience in planning with Lennon Planning in Southampton from 2006-2007 while studying for an MSc in Spatial Planning. She joined the Practice as an Assistant Planner in September 2007 and completed her MSc in December 2009.
Alex is now a Chartered Town Planner and was elected a member of the RTPI in 2012.
Alex handles her own cases of urban and rural planning issues. This includes the preparation and submission of planning applications, carrying out development approvals and handling appeals. She also assists other members of the Practice in fulfilling client’s instructions
Mr Stephen Wickenden – Architectural Draughtsman
Stephen studied architecture at the University of Plymouth and has worked for a number of Architectural Practices across the South West. He joined SPP in May 2016 as an Architectural Draughtsman.
He has worked on a range of residential schemes including bespoke private houses, conversions and domestic alterations and extensions, and also undertaken agricultural, ecclesiastical and equestrian projects.
Stephen brings to the Practice skills and experience in carrying out site appraisals, schemes for planning and the preparation of building regulations. His experience of working in multi disciplinary environments ensures he appreciates all aspects of a project and is able to effectively support the planning team.
Mrs Lynne Evans MA, MRTPI, MRICS – Consultant
Lynne has a Geography degree from Durham University and a Masters Degree in Town and Regional Planning from Sheffield University. She was elected a Member of the RTPI in 1985 and MRICS in 1988.
Lynne has more than 20 years of professional experience, mainly in private practice working on a range of major development projects. She joined the Practice as a Consultant Planner in 2005 dealing with major projects and corporate clients.
